May 18, 1996- <br /> USCG-Marine Safety Detachment <br /> Concord, CA. <br /> Gentlemen, <br /> I'm sending this fax to express my concern for a rapidly developing situation <br /> here at King Island-Holiday Harbor Resort, in the California Delta. I am fearful this <br /> situation will result in the introduction of large quantities of hazardous material into the <br /> water and prove harmful to the flora and fauna of this area as well as adding to the <br /> already deteriorating quality of the water in the Delta. <br /> Westrec Corporation is in the process of installing a new facility for an outside <br /> houseboat rental firm here at Holiday Harbor. Part of the plans call for the installation <br /> of a huge Hydro-Lift with which they plan to raise their fifty-toot houseboats out of the <br /> water so they can perform maintenance and repair services to them without moving <br /> them to a proper drydock environment. My contention is that unless some kind of drain <br /> system is installed between the surface of the water and the boat being worked on, a <br /> large amount of foreign and hazardous materials will be introduced into the water. <br /> This would include such materials as oil, gasoline, lubricants, paint, holding tank <br /> effluents, welding by-products and other harmful detritus_ This potential situation will <br /> make the already existing problem present at Tower Park Marina, also managed by <br /> Westrec, pale by comparison. The problem at Tower Park, where contaminates from <br /> the shop work area of Delta Marine Engines drain directly through the floor into the <br /> water below, may have been corrected, but I don't think so. I would certainly hope so. <br /> I expressed my concerns to the San Joaquin County Planning Commision, <br /> from whom the building permit for this facility was obtained, but they have thus far <br /> ignored my communications. As far as I can ascertain,none of the mandatory <br /> environmental impact studies have been done prior to their issuance of this building <br /> permit. <br /> The docks and the Hydro-Lift unit arrived by truck last week and the docks are <br /> being assembled in the water at the present time. The Hydro-Lift unit is still land-side <br /> in the parking area here at King Island. <br /> I have lived and worked here in the Delta for many years. My concern is that <br /> these large, out-of-state corporations are being allowed to by-pass the environmental <br /> guidelines established to protect our Delta. This, combined with the huge amount of <br /> water being transferred to other areas, has resulted in the present problems we have <br /> with our fisheries and water quality here in the Delta. <br />
