This was corrected on site by the Senior Park
Worker. All hazardous waste containers shall be marked with the following information:
-the words"Hazardous Waste"
-name and address of generator
-hazardous properties
-physical state
-composition (contents)
-accumulation start date
Immediately label these containers and ensure that all hazardous waste containers are marked with all the required
information.
This is a repeat violation, Class II.
608 CCR 66266.130 Failed to properly manage used oil and fuel filters.
A 55 gallon blue plastic drum of drained used oil filters in the shed next to the gas pumps was observed without the
lid closed completely and without an accumulation start date. Used oil filters shall be drained of free-flowing oil,
stored in a closed, rainproof container, labeled as"drained used oil filters,"and marked with an accumulation start
date. Immediately close the container of drained used oil filters and ensure that all used oil filters are managed in
this way.
Facilities that generate up to one ton of used oil filters per year may store the filters up to one year. Facilities that
generate one ton or more of used oil filters may store the filters for up to 180 days. Since it cannot be determined
how long the used drain oil filters have been on site immediately recycle these filters under a bill of lading and
submit a copy of the bill of lading to the EHD.
Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of
lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters
for the last three years, maintain them on site, and submit copies to the EHD.
This is a repeat violation, Class II.
Overall Inspection Comments:
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, by July 9, 2018.
Inspector provided Return to Compliance document, hazardous waste label guidance, Small Business
Hazardous Waste Disposal Program brochure and flier for free CUPA classes.
Waste Streams Observed:
-Used oil
-Drained, used oil filters
-Used absorbent
FA0006076 PR0514037 SCO01 06/08/2018
EHD 22-01 Rev.10/31/2017 Page 5 of 6 Small Quantity Hazardous Waste Generator OIR
1868 E.
