Box 388 <br />Stockton, CA 95201-0388 <br />I 037 r=: <br />Please reference your Report of Violations dated November 10, 1994, regarding an inspection <br />of The Atchison, Topeka and Santa Fe Railway railyard at 801 Diamond/Worth Streets in <br />Stockton, California. Your letter states this inspection was conducted on April 1, 1993. I would <br />appreciate your verifying if this date is correct, and advising if any additional inspections have <br />been conducted since this date. <br />Comments or corrective actions are provided below for each reported violation. <br />1. In accordance with California Code of Regulations, Title 22, Section 66262.40 and <br />66262.41, Santa Fe retains all manifesting records and biennial reports on file. This <br />regulation does not specify that the biennial report be kept at the generating site; <br />therefore, all such records for the State of California are maintained in our <br />San Bernardino office. If you would like a copy of these records, please do not hesitate <br />to contact me at the above address. <br />2. Copies of manifests are maintained at the facility by Mr. C. K. Hunter. <br />3. Waste oil collected at our facility is stored in drums which are placed on containment <br />units. A spill kit containing absorbent materials for petroleum products is kept on site. <br />Since the waste oil collected at this facility has a flash point over 100oF and is stored <br />in 55 -gallon drums, we believe that portable fire extinguishers and radios are sufficient <br />to respond to emergencies. Fire extinguisher and radios are available throughout the <br />facility. Please do not hesitate to contact me should you feel a need for additional <br />equipment. <br />4. Santa Fe has filed a Business Plan for our Stockton facility. Our Contingency Plan is <br />an addendum to the Business Plan and copies of both are available with Mr. Hunter. <br />
