Hazardous waste <br /> generators shall retain copies of all manifests for three years or until a copy signed off by the destination facility is <br /> received. The signed off copy shall be retained and made readily available for review for three years. If the generator <br /> did not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the <br /> generator's waste was submitted within 60 days of the date the waste was accepted by the initial transporter, the <br /> generator shall submit a legible copy of the missing manifest, with some indication that the generator has not received <br /> confirmation of delivery. This information shall be submitted to: <br /> DTSC Report Repository <br /> Generator Information Services Section <br /> P.O. Box 806 <br /> Sacramento, CA 95812-0806 <br /> Immediately locate a copy of the missing manifests or prepare and submit the required information to DTSC. Submit <br /> to the EHD a copy of the signed off copy of all manifests for the past three years or a copy of the information <br /> submitted to DTSC. <br /> This is a repeat violation, Class Il. <br /> 204 HSC 25201(a) Failed to obtain a permit to treat hazardous waste. <br /> Resin spills are being treated without a permit to treat hazardous waste. Mr. Choopatheep stated that resin <br /> occasionally spills inside the containment area, and that when it does he mixes it with a catalyst(Norox)which dries <br /> it up, and he will then"take it out' and "throw it away." The resin has been reported on CERS under the facility's <br /> Hazardous Material Inventory. No facility shall treat, store, or dispose of hazardous waste at the facility, area, or site, <br /> unless permitted for the treatment activity by the Department of Toxic Substances Control (DTSC)or the local CUPA. <br /> Immediately obtain a permit to treat hazardous waste from the San Joaquin County Environmental Health Department <br /> (EHD), or immediately stop all unpermitted treatment activities. <br /> This is a Class I violation. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> The eyewash station was observed covered with a dusting of white powder, garbage inside the bowl of the eyewash, <br /> and a white solid covering the left eye water spout. According to Mr. Choopratheep, the eyewash is not inspected or <br /> tested regularly. All facility communications or alarm systems, fire protection equipment, spill control equipment, and <br /> decontamination equipment, where required, shall be tested and maintained as necessary to assure its proper <br /> operation in time of emergency.
