A hand washing sink was connected to piping that led to a pit in the back of the shop . The owner, Sukhdev <br /> Singh , stated that storm water and waste water from the sink enters the pit . There were also floor drains along the piping <br /> route where liquid could enter into the pit . The waste is then disposed of into the land . <br /> Per Development Title 9 - 1110 . 3 , it is unlawful to construct, add to , modify , or alter any wastewater disposal system or other <br /> means for the disposal , treatment, or discharge of wastewater without first securing a Sanitation Permit from the Director of <br /> Environmental Health . <br /> Per Development Title 9 - 1125 . 4, it is unlawful for any person to discharge any treated or untreated wastes that may be <br /> detrimental to the surface or ground waters of the County . Wastewater discharges shall meet the discharge standards set <br /> by the State Regional Water Quality Control Board . <br /> Per California Health and Safety Code Division 5 .
