According to Mr. Bassi, small oil and diesel spills are cleaned up"mostly with napkins"which they"throw away_" Dark soil was observed swept into a small pile in the yard behind the shop; Mr. Bassi stated he did not know what it came from. No hazardous waste determination has been made for the soil or the absorbent. Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately stop disposal of absorbent materials as non-hazardous, make a hazardous waste determination for the absorbent waste, and manage it according the Title 22 hazardous waste regulations. Submit a statement and supporting documentation explaining how this waste was managed. This is a minor violation_ Violation#103- No modified contingency plan. An emergency coordinator and modified contingency plan information is lacking. There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, and the following information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguisher: spill control equipment, and if present, fire alarm;and the phone number of the fire department, unless the facility ha! a direct alarm. Immediately appoint an emergency coordinator and post the required information by a phone. A fom is provided that can be used for this purpose.. This is a minor violation. Violation#109-Failed to keep signed copy of manifests from the designated facility for three years. Manifest number 009208772JJK(1/30/12)was not found on site. Copies of uniform manifests for the disposal of hazardous waste for the last three years were not found on site. Hazardous waste generators shall retain copies of z manifests for three years or until a copy signed off by the destination facility is received. The signed off copy shall be retained and made readily available for review for three years. If the generator did not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste was submitted within 60 days of the date the waste was accepted by the initial transporter,the generator shall submit a legible copy of the missing manifest,with some indication that the generator has not received confirmation of delivery. This information shall be submitted to: DTSC Report Repository Generator Information Services Section P.O. Box 806 Sacramento, CA 95812-0806 Immediately locate a copy of the missing manifests or prepare and submit the required information to DTSC. Submi to the EHD a copy of the signed off copy of the manifests'or a copy of the informbtion submitted to'DTSC_--This is-a: Class II violation.
