Eleventh St., Tracy Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS 1,CLASS 11,or MINOR-Notice to Comply) <br /> ROUTINE HAZARDOUS WASTE GENERATOR INSPECTION <br /> Notice to Comply - Minor violations: (15, 23, 64, 85) <br /> 15. Fire extinguishers were last serviced on January 28, 2008 for their annual inspection. All facility <br /> communications, alarm systems, fire protection equipment, spill control equipment, and decontamination <br /> equipment shall be tested and maintained as necessary to assure its proper operation in time of <br /> emergency. Immediately have all necessary inspections and service completed for all fire extinguishing <br /> equipment at this facility, and ensure proper maintenance is conducted in the future. <br /> 23. A closed 55 gallon drum of used oil filters was observed without an accumulation start date. A <br /> smaller container of used oil filters was observed open without a label. No disposal manifests could be <br /> located on site for used oil filters. Used oil filters must be stored in a closed, rainproof container, labeled <br /> as "drained used oil filters," and marked with an accumulation start date. Facilities that generate up to <br /> one ton of used oil filters per year may store the filters up to one year. Immediately provide a secure lid <br /> and a complete label for these filters and ensure that all used oil filters are managed in this way. Since it <br /> cannot be determined how long these filters have been on site, immediately recycle these filters under a <br /> bill of lading and submit a copy of the bill of lading to the EHD by November 5, 2010. <br /> 64. No disposal records were available for spent lead acid battery disposal. A generator shall retain on <br /> site for three years a legible copy of each manifest or bill of lading for spent lead acid batteries shipped <br /> to a person who stores, uses, reuses, recycles, or reclaims the batteries or their components. <br /> Immediately locate a copy of all spent lead acid battery disposal records for the last three years, <br /> maintain them on site, and submit copies to the EHD by November 1, 2010. <br /> 85. No universal waste disposal records were available on site. A generator shall keep a record of each <br /> shipment of universal waste to any other facility, on site for at least three years. This record may take <br /> the form of a log, invoice, manifest, bill of lading, or other shipping document, and shall include the <br /> following information: <br /> - name & address of destination facility <br /> - quantity of each type of waste sent <br /> - date of shipment/departure <br /> Begin this practice immediately. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILI UBJECT TO REINSPECTION AT ANY TIME AT EHD'S CU RENT HOURLY RATE. <br /> EHD Ins Received By Title: <br /> � FJ C-✓M <br /> EHD 2& -003 Rev 08/10/10 CONTINUATION FORM <br />
