Your <br />affiant has been a peace officer for the past 10 years. Your <br />affiant has attended a 40 hour course in hazardous waste <br />investigation sponsored by the California Hazardous Materials <br />Investigators Association. Your affiant has participated in no <br />less than 6 on site inspections of hazardous waste generator, <br />transport or storage facilities. Your affiant has investigated <br />no less than 30 cases of alleged illegal transportation and/or <br />disposal of hazardous materials. Your affiant has participated <br />in the execution of over 10 search warrants. Your affiant is <br />aware that illegal storage, treatment or disposal of hazardous <br />waste are felonies pursuant to Health and Safety Code S 25189.5. <br />Your affiant met with Rhonda Archbold of the City of <br />Stockton, Municipal Utilities Department on September 15, 1992 <br />and was informed of the following: On Friday, August 28, 1992, <br />Ms. Archbold went to Circuit Works, Inc., a circuit board <br />manufactory facility which has a permit to discharge wastewater <br />into the sanitary sewer of the City of Stockton. Ms. Archbold's <br />duties include monitoring industrial wastewater discharge. On <br />August 28, 1992, Ms. Archbold placed a ph meter in a sampling <br />manhole located just outside of the Circuit Works, Inc. facility <br />at 134 and 152 Frankwest Circle, Stockton. The sampling manhole <br />is located on a lateral connection to the sanitary sewer which <br />connects Circuit Works to the main sanitary sewer system. No <br />
