This administrative order is issued pursuant to <br /> section 25359 . 5 of the California Health and Safety Code (HSC) . <br /> Respondents are subject to the provisions of Chapters 6 . 5 and 6. 8 <br /> of Division 20 of the HSC because there has been a release of a <br /> hazardous substance on, under, or into the land of the subject <br /> site. <br /> 2 . The Department of Toxic Substances Control <br /> (Department) administers and enforces the provisions of the <br /> Hazardous Substances Account Act (hereinafter the Act) , as <br /> contained in HSC section 25300 et seq. <br /> 3 .
