Valinoti, Director <br />Environmental Health <br />Post Office Box 2009 <br />1601 East Hazelton <br />Stockton, California 95201 <br />PETE <br />11t <br />- <br />T; 2: 23 <br />HAZARDOUS WASTE ABANDONMENT AT 152 AND 134 FRANK WEST CIRCLE, <br />STOCKTON, CALIFORNIA, CIRCUIT WORKS, INCORPORATED <br />Dear Mr. Valinoti: <br />On October 25, 1993, the Department of Toxic Substances <br />Control (Department) and San Joaquin County's Public Health <br />Services -Environmental Health Division (EHD) met to discuss the <br />abandonment of hazardous waste located at Circuit Works, <br />Incorporated at 152 and 134 Frank West Circle, Stockton, <br />California. <br />Upon review of data, examination of photographic evidence <br />and an October 27, 1993, walk-through of the facility, the <br />Department has determined that an imminent and substantial <br />endangerment exists. This is based on the fact that: there is <br />spillage of unknown chemicals and waste in and outside of the <br />buildings; there are open vats of plating solutions in the wet <br />process area (several are in poor condition); the wood flooring <br />is damaged in several places; there is at least one item in an <br />interior lab identified as an explosive; there is a container of <br />thorium nitrate with a radioactive hazard label in the interior <br />lab; there are several exposed wires throughout the building <br />where equipment was removed (it is not known if these are <br />energized but there is power to the buildings); and there is <br />paper and combustible debris scattered throughout. In addition, <br />there are approximately 300 containers of hazardous waste in the <br />outside area. There is access to these areas, and no warning <br />signs are currently posted. The Department requests that EHD <br />take immediate action, including but not limited to, issuing a <br />Fence and Post Order to the responsible parties and/or land <br />owner(s). <br />
