California 95201 <br />( 209) 468-3400 <br />October 21, 1993 <br />Mr. Jeffery Heitman <br />Receiver for Superior Court Case #265361 <br />Property Management Experts <br />7808 Kelly Drive <br />Stockton, CA 95207 <br />RE: Circuit Works, 134 and 152 Frank West Circle, Stockton <br />Koury <br />Due to the numerous problems associated with the abandoned hazardous waste at the <br />above facility, and in conjunction with the recent removal of auctioned equipment from <br />the premises, the following notice is being issued at this time. <br />Beginning immediately, you are to cease and desist all work in the wet processing area, <br />including and not limited to any removal work currently underway. Secondly, you are <br />to immediately institute a comprehensive waste handling and safety plan which includes <br />compliance with all local, state and federal requirements. <br />The substantial endangerment caused by the hazardous waste volumes, containers and <br />spillage at this facility is of grave concern'not only to this office, but also to the State <br />Department of Toxic Substances Control, the District Attorney's Office, and other <br />regulatory agencies. Today, I was informed that new acts of hazardous waste disposal <br />have occurred since October 19, 1993. These new hazardous waste disposal violations <br />were observed inside facility buildings, within the fenced outside enclosures, and <br />outside the fenced areas neat to French Camp Slough <br />It is requested that all necessary actions to secure the facility and prevent additional <br />violations of the hazardous waste treatment, stoi<age, transportation, and/or disposal <br />laws, be instituted immediately. <br />If you have any questions regarding this matter, please contact Doug Wilson, <br />Supervising R.E.H.S., of my staff at (209) 468-3446. <br />it Diviainn nt San Jmquin Comm Hnith i:ue Se,y ceS �� <br />
