V. <br />VI. <br />0 <br />October 7, 1991, a finished copy of the Inspection Report and <br />Report of Violations from the hazardous waste inspection of <br />January 3, 1990, was placed in file. <br />GENERAL DESCRIPTION OF FACILITY: <br />The Circuit Works facility manufactures printed circuit boards <br />for a variety of companies in the electronics industry. <br />Circuit Works specializes in customized circuits with multi - <br />laminated boards, commonly used in the computer industry. <br />The Circuit Works manufacturing plant originated in San Jose <br />and became incorporated in 1977. It moved to the Stockton <br />location in 1983, where the headquarters has been located ever <br />since. <br />The 57,000 square foot CWI facility is located in a business <br />park in Stockton, California, with approximately 250 <br />employees. <br />HAZARDOUS WASTE ACTIVITY DESCRIPTION. <br />Hazardous waste is generated at this <br />manufacturing of printed circuit boards. <br />the "inner (Circuit) board" - a printed <br />sheet, is responsible for the generatic <br />1. A stripping waste. <br />facility due to the <br />The manufacturing of <br />circuit on a copper <br />n of: <br />The etching waste, high in heavy metals is generated by the <br />use of amines in removing copper from the circuit board. <br />The stripping waste results from amines and caustics used in <br />stripping the protective coating off of the photographic image <br />on the unfinished circuit board. The stripping waste contains <br />copper, the organic protectant and is high in pH. <br />The next step in circuit board manufacturing is the lamination <br />process where the copper sheet is laminated to the epoxy <br />board. Some solvent waste is generated in this lamination <br />step. "Wet processing" follows the lamination step. Wet <br />processing involves plating, stripping, etching and rinsing of <br />the circuit board. Wet processing uses a variety of hazardous <br />materials ultimately creating a large complex waste stream. <br />Circuit Works has a maintenance shop and large compressors. <br />The maintenance shop generates waste solvents from parts <br />cleaning. The compressor generates waste oil. <br />A waste oil/glycol is also generated. It is used as a <br />4 <br />
