link is in case of an accident outside in the hazardous
waste/materials storage area. Mr. Howard stated that the
plating floor manager inside of the building is the closest
communication link. Alan Ito told Mr. Howard that emergency
spill clean up equipment, an alarm communication system should
be located in or close to the areas where hazardous
waste/materials spills may occur.
Moving past the corrosives storage area to the hazardous waste
storage area, I observed metallic (hazardous waste) sludge in
a large fiber bag. This "super sack" was open to the
environment and was not labeled. Eric Trevena also noted that
of thirty three 55 gallon hazardous waste containers stored
here, four labels on the drums lacked accumulation dates.
I observed a 600 gallon aboveground waste oil/glycol tank in
the hazardous waste storage area. This tank was not labeled.
Mr. Mora and Mr. Howard then led Mr. Ito, Mr. Trevena and I to
the compressor blow down waste storage area. Here I observed
two 55 gallon drums partially full of waste oil from the
compressors. These two drums were unlabeled. I observed
waste oil on the asphalt surface in this area. Absorbent had
been added to the waste oil on the asphalt surface to soak up
the oil. I asked Mr. Mora how the absorbent soaked with oil
was disposed of. Mr. Mora said "The absorbent with oil was
taken to the dumpster. The dumpster waste is handled as solid
waste, and disposed of to a landfill".
After looking at the compressor waste oil storage area , Mr.
Howard led us (Trevena, Ito & myself) into the wet processing
area. Here Mr. Howard showed us a 55 gallon drum of waste
"bleed off flux". This waste container was unlabeled.
Moving on, Mr. Mora and Mr. Howard led us to the maintenance
shop where a Safety Kleen parts cleaning tank was located.
The maintenance shop manager Bob Hughes informed me that the
solvent in the parts cleaning tank was handled by Safety
Kleen. Mr. Hughes stated some waste oil is generated in the
maintenance shop. Mr. Hughes said this oil is taken to their
bath treatment area for processing.
The photo processing area was the next area we toured. Here,
photo supervisor, Bob Holl, showed us the silver reclaiming
unit. Mr. Holl stated that "This system is fully enclosed".
Mr. Holl said that the silver was sent off site for
reclamation. The photo lab inspection concluded the facility
tour.
Mr. Mora then led us back to the conference room to review
manifests, safety records, permits and hazardous waste
7
