San Joaquin County <br />Environmental Health Department <br />1868 East Hazelton Avenue, Stockton, California 95205-6232 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.sogov.org/ehd <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />Date: <br />GARTON TRACTOR INC <br />2924 FRENCH CAMP TURNPIKE RD, <br />July 09, 2018 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />114 <br />HSC 25160.2(b)(4) Consolidated manifest receipts failed to contain complete information. <br />The following consolidated manifests for used oil and used antifreeze were observed incomplete: <br />10-23-2017, service order N9082763 (used oil) <br />12-5-2017, service order N9082156 (used oil) <br />1-4-2018, service order N9082791 (used oil) <br />3-2-2018, service order N9083051 (used oil) <br />3-2-2018, service order N9082259 (used antifreeze) <br />4-6-2018, service order N9083164 (used antifreeze) <br />The manifests waste minimization statement was not observed on the above consolidated manifests. <br />All copies of each receipt shall contain all of the following information: <br />- The name, address, identification number, contact person, and telephone number of the generator, and the <br />signature of the generator or the generator's representative; <br />- The date of the shipment; <br />- The manifest number; <br />- The volume or quantity of each waste stream received, its California and RCRA waste codes, the waste stream <br />type listed in subdivision (c), and its proper shipping description, including the hazardous class and United <br />Nations/North America (UN/NA) identification number, if applicable; <br />- The name, address, and identification number of the authorized facility to which the hazardous waste will be <br />transported; <br />- The transporter's name, address, and identification number; <br />- The driver's signature; <br />- A statement, signed by the generator, certifying that the generator has established a program to reduce the <br />volume or quantity and toxicity of the hazardous waste to the degree, as determined by the generator, to be <br />economically practicable. <br />Ensure that all future receipts for hazardous waste shipments using a consolidated manifesting procedure contain <br />all required information. <br />This is a minor violation. <br />403 <br />CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br />waste. <br />Outside Work Area: <br />-Seventeen white 5 gallon plastic buckets containing oily debris were observed with no lid <br />-One white 5 gallon plastic bucket containing oily water was observed with no lid. <br />All hazardous waste containers shall be closed at all times except when adding or removing waste.
