1.0 HAZARDOUS MATERIALS
1.1 Introduction
---')o
BoReTech
Boretech Resource Recovery Engineering, LLC (Boretech) handles hazardous materials
and hazardous wastes at its facility located at 1820 Industrial Drive in Stockton,
California (Figure 1). This section addresses the proper handling, storage, and
dispensing of hazardous materials, focusing on portable hazardous materials containers
(drums, pails, cans), hazardous materials storage cabinets, storage areas, handling,
and dispensing. This section also ensures compliance with statutory provisions and
regulations relating to hazardous materials inventories and emergency plans, which
address emergency responses to hazardous materials releases or threatened releases
and to avoidance of accidents involving certain hazardous materials. This Hazardous
Materials and Hazardous Waste Standard Operating Procedures plan satisfies the
California Health and Safety Code (CH&SC), Section 25502; and the California Code of
Regulations (CCR), Title 19, Section 2620-2734 statutes and regulations.
1.2 Types of Hazardous Materials
According to the CH&SC, Section 25501, "hazardous material" means any material that,
because of its quantity, concentration, or physical or chemical characteristics, poses a
significant present or potential hazard to human health and safety or to the environment
if released into the workplace or the environment. "Hazardous materials" include, but
are not limited to, hazardous substances, hazardous waste, and any material which a
handler or the administering agency has a reasonable basis for believing that it would
be injurious to the health and safety of persons or harmful to the environment if released
into the workplace or the environment. This section addresses materials considered
hazardous, while Section 2.0 addresses wastes that are considered hazardous. Note,
once a hazardous material has been used, it must be properly characterized, handled,
stored, and disposed of as a hazardous waste, see Section 2.0. Figure 2 depicts the
facility layout and features, location of hazardous materials and waste storage areas,
location of fire extinguishers, building exits, and evacuation assembly points.
1.2.1 Potential Hazardous Materials at Boretech
Potential hazardous materials that Boretech may store and use include the following:
• Acids and caustics
• Cleaning solids and fluids
• Lead -acid batteries
• Paints and paint thinners
• Solvents and degreasers
• Motor and hydraulic oil
Boretech Hazardous Materials & Hazardous Waste Management Operations Plan Page 12
