Harrison St., Stockton am: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS 1,CLASS 11,or MINOR-Notice to Comply) <br /> Notes: (corrected on site) <br /> - Two drain pans containing used antifreeze and a drain pan containing used oil were observed being <br /> stored with liquid still inside without lids. All hazardous waste containers shall be closed at all times <br /> except when adding or removing waste. The drain pans were emptied at the time of inspection. <br /> - A 55 gallon blue poly drum which previously held used antifreeze and a 55 gallon black steel drum <br /> which previously held used oil filters, with used oil residual inside, were observed without empty labeling. <br /> Containers larger than five gallons that previously held a hazardous material shall be marked as empty <br /> with the date they were emptied and managed within one year of being emptied. The drums were <br /> properly labeled at the time of inspection. <br /> - An emergency coordinator was not identified. The modified contingency plan information was <br /> incomplete. There must be at least one emergency coordinator on site or on call to coordinate <br /> emergency response measures, and the following information must be posted by a phone: the name <br /> and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, <br /> and if present, fire alarm; and the phone number of the fire department, unless the facility has a direct <br /> alarm. A modified contingency plan was completed on the form provided and posted at the time of <br /> inspection. <br /> - Two 5 gallon buckets of used batteries were observed open. A generator shall contain batteries in a <br /> container that is closed, structurally sound, compatible with the battery and its contents, and lacks <br /> evidence of leakage, spillage, or damage. The battery containers were sealed closed at the time of <br /> inspection. <br /> - Two 5 gallon buckets of used batteries were observed labeled only with the contents. A generator <br /> shall label or mark universal waste with the words 'Universal Waste' and the type of waste (alkaline <br /> batteries, mercury containing equipment, fluorescent bulbs, electronic devices, CRTs, aerosol cans). <br /> The batteries were labeled at the time of inspection. <br /> Provided: Modified Contingency Plan template, Schedule of FREE classes, Application for EPA ID <br /> number, Sample hazardous waste label, Small Business Household Hazardous Waste Facility brochure, <br /> Return to Compliance Certification form <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACIL S SUBJECT TO REINSPECTIO A TIME AT EHD'S CURRENT HOURLY RATE. <br /> EHD Inspector: Rece' By: Titl <br /> CONTINUAT FORM <br /> EHD 23-02- R 07/12/11 <br />
