Harrison St., Stockton am: HW SUMMARY OF VIOLATIONS CLASS 1,CLASS 11,or MINOR-Notice to Comply) Notes: (corrected on site) - Two drain pans containing used antifreeze and a drain pan containing used oil were observed being stored with liquid still inside without lids. All hazardous waste containers shall be closed at all times except when adding or removing waste. The drain pans were emptied at the time of inspection. - A 55 gallon blue poly drum which previously held used antifreeze and a 55 gallon black steel drum which previously held used oil filters, with used oil residual inside, were observed without empty labeling. Containers larger than five gallons that previously held a hazardous material shall be marked as empty with the date they were emptied and managed within one year of being emptied. The drums were properly labeled at the time of inspection. - An emergency coordinator was not identified. The modified contingency plan information was incomplete. There must be at least one emergency coordinator on site or on call to coordinate emergency response measures, and the following information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department, unless the facility has a direct alarm. A modified contingency plan was completed on the form provided and posted at the time of inspection. - Two 5 gallon buckets of used batteries were observed open. A generator shall contain batteries in a container that is closed, structurally sound, compatible with the battery and its contents, and lacks evidence of leakage, spillage, or damage. The battery containers were sealed closed at the time of inspection. - Two 5 gallon buckets of used batteries were observed labeled only with the contents. A generator shall label or mark universal waste with the words 'Universal Waste' and the type of waste (alkaline batteries, mercury containing equipment, fluorescent bulbs, electronic devices, CRTs, aerosol cans). The batteries were labeled at the time of inspection.
