Failing to equip the facility with portable extinguishers, fire control equipment, spill <br />control equipment and/or decontamination equipment, in violation of California Code of Regulations, <br />title 22 section 66265.32(c); <br />g. Failing to have immediate access to an internal alarm or emergency communication <br />device, either directly or through visual contact with another employee for all personnel involved in <br />pouring, mixing, spreading, or otherwise handling hazardous waste, in violation of California Code of <br />Regulations, title 22 section 66265.34(a); <br />h. Accepting, treating, storing or disposing of hazardous waste at a facility without <br />holding a hazardous waste facility permit, in violation of Health and Safety Code section 25201(a); <br />i. Failing to label or mark containers used for onsite accumulation of hazardous waste, <br />in violation of California Code of Regulations, title 22 section 66262.34(£); <br />j. Failing to keep container holding hazardous waste closed during transfer and <br />storage, except when it is necessary to add or remove waste, in violation of California Code of <br />Regulations, title 22 section 66265.173(a); <br />k. Failing to submit to the Department within thirty (30) days of each shipment of <br />hazardous waste a legible copy of each manifest used, in violation of California Code of Regulations, <br />title 22 section 66262.23(a)(4); <br />1. Failing to label containers as "drained used oil filters" and show initial date of <br />accumulation or receipt on each container of drained used oil filters, in violation of California Code <br />of Regulations, title 22 66266.130(c)(3); <br />m. Failing to have a contingency plan for the facility, in violation of California Code <br />of Regulations, title 22 section 66265.5l(a); <br />n. Failing to maintain a copy of the contingency plan and all revisions at the facility, <br />PERMANENT INJUNCTION AND FINAL JUDGMENT PURSUANT TO STIPULATION <br />
