SIVIPLOT COMPANY, TANK STORAGE FACILITY <br /> RCRA CLOSURE PLAN <br /> Project Location <br /> This facility and property are owned and operated by J.R. <br /> Simplot Company: The project is located at 16777 South Howland <br /> Road, Lathrop. The project is located in an industrial corridor of <br /> southeastern Lathrop. The facility manufactures and stores <br /> agricultural fertilizers. <br /> Project Description <br /> J.R. Simplot Company (Simplot) has applied for closure <br /> (termination-) of their hazardous waste facility and interim status <br /> document. Simplot has submitted a Closure 'Plan (Plan) which <br /> describes decontamination of their two aboveground 150,000 gallon <br /> . storage tanks, a 10, 000 gallon underground storage tank, collection <br /> sumps, and appurtenances. The equipment will be scrapped, reused, <br /> or disposed as hazardous waste. Confirmation sampling of the <br /> equipment will be done prior to final deposition. In addition, <br /> samples will be collected from nearby soil and concrete' to, verify <br /> no contamination remains. The Plan is available for revie4 at the <br /> City of Lathrop, Planning Department, 16775 Howland Road, Lathrop. <br /> The aboveground tanks are located in an outdoor tank farm, on <br /> the central portion of the property called the Ag Chem Area. The <br /> aboveground tanks are 30 feet in diameter and 30 feet in height. <br /> The tanks are identified as Tank 127 and Tank 128. Since the early <br /> 1970's, ,the tanks were used by Occidental Chemical Company (OXY) to <br /> store stormwater and pesticide production rinsewater Simplot <br /> purchased the facility in 1983, In 1988, Simplot discontinued <br /> pesticide formulation and cleaned out the tanks. One tank was <br /> reused for stormwater collection and the second tank was taken out <br /> of service. In 1991, Simplot converted the tank to fertilizer <br /> product storage. . <br /> The underground storage tank is located next to the railcar <br /> loading area. The tank and collection sumps were. used to capture <br /> spillage and rainwater- from the area. - It measures 8 feet in <br /> diameter, and 30 feet long, and is approximately 9 feet below the <br /> ground surface. <br /> The draft Plan proposes to conduct confirmation samples of the <br /> aboveground tanks. Simplot ,decontaminated the tanks which they <br /> were removed from greater than 90 day hazardous waste storage in <br /> two <br /> Primed On Recycled Peyer <br />
