V. GENERAL DESCRIPTION OF FACILITY: <br /> The J.R. Simplot Company acquired the 209 acre Lathrop facility in the early 1980's from the former <br /> Oxy-Chemical Company. The Lathrop plant was the leader of the Minerals and Chemical Division <br /> for Simplot in California until September of 1988. The Lathrop facility is now primarily a fertilizer <br /> manufacturing plant. Most of Simplot's finished fertilizer and fertilizer materials are sold as bulk on <br /> a wholesale basis to independent dealers,who in turn, sell retail to farmers. <br /> Products offered by Simplot include agricultural fertilizers,turfgrass,ornamental fertilizers,lawn and <br /> garden products, feed phosphates and industrial chemicals. <br /> VI. HAZARDOUS WASTE ACTIVI'T'Y DESCRIPTION: <br /> Hazardous waste generation at this site has been produced through the manufacture of insecticides, <br /> herbicides, fungicides,fertilizers,agricultural chemicals,and through general machinery cleaning and <br /> lubrication , painting, insulation, dust collection and general cleaning and dust collection. Much of <br /> the hazardous waste manifested off site this year has been from the cleaning up of old wastes and out <br /> of date materials produced by the mineral and chemical division, which ended production in <br /> September of 1988. {See Attachment 1 for listing of wastes manifested in 1989.1 Other hazardous <br /> waste generated in 1989 was produced through the clean up of friable asbestos insulation and <br /> electrical transformers containing PCB's. <br /> It is projected that in the future the hazardous waste stream at this site will decrease and will be of <br /> a different composition. The change in waste stream is due to the elimination of the minerals and <br /> chemical division (which was responsible for the production of insecticides, herbicides, rodenticides <br /> and fungicides),and the remodeling and replacement of asbestos insulation and facility transformers. <br /> In 1989, 424.13 tons of hazardous waste was generated at this facility. <br /> VII. VIOLATIONS: <br /> See Report of Violation And Schedule of Corrections. <br /> VIII. OBSERVATIONS: <br /> Kasey Foley and I arrived at the Simplot facility in Lathrop at approximately 11:30 a.m. We <br /> identified ourselves to the receptionist and informed her that we needed to see the Environmental <br /> Technician, Mike Escotto. <br /> After Ms. Foley and I identified ourselves to Mr Escotto, I explained the nature of our inspection. <br /> I informed Mr.Escotto that PHS-EHD had an MOU with the Department of Health Services (DHS), <br /> and that PHS-EHD representatives would be conducting annual hazardous waste inspections at the <br /> site. <br /> Ms. Foley and I began our inspection by gathering information on the general production process at <br /> Simplot. Mr.Escotto informed us that many of production processes and hazardous wastes generated <br /> at this site will no longer be valid, due to the closing of the Minerals and Chemical Division at this <br /> site. Mr. Escotto stated that most of the hazardous waste generated at this site were from this <br /> division. <br /> In addition to the changing production of this plant from minerals and.agricultural chemicals to <br /> primarily fertilizer products, the major site remodeling had also affected their waste stream. <br /> 2 <br />
