05/11/20-07 FRI 13:55 FAX 2d&& 2519 JR SIMPLOT CO 0002/002 1A Wy 9,2007 San Joaquin County Enviro=icutal Health Department 304 Weber Avenue,Third Floor Stoclaon,California 95202-2708 Attention;Mr,Mtwiappa Naidu Dear Mr-Naidu, I spoke to you this morning regarding a small sulfuric acid spill at J.R.Simplot'$,Lathrop,California Plant; The spill was estimated at 4 ounces of 98%sulfuric acid spilled onto the soil at the edge of the tank.I told you that we would use the sulfuric contaminated soil In our pro=s to produm*Tdlizcr pellets and that we would not create any hazardous material that we either needed to treat or dispose of You reqatsted a fax explaining how wo would do this- I called and left you IL message at 12A5 PM today smflng that I had an update on the spill.At the time I talked to you I had not been given complete information. After cleaning up the contaminated Soil, operations personnel placed an absorbent pad below the wet spot on the Wink At the time the pad was placed tiro slow drip had been stopped with a repair.They did this as an additional precaution.The,pad will have a small amount of residual acid on it from contact with the concrete and tank- This will need to be properly disposed of. Now to the explanation of our use of the contaminated soil in the fertilizer process- We make N?K- FenlUzer pellets at the plant.The raw feeds to the process are ammonia,acid,sand(as a filler)and various other raw materials depending on the nutrient requirements of the specific product being munuhrtured.The filler can be sand,dirt.etc.We use hundreds of tons of this type of material amnmUy.We typically use sand due to the uniformity it helps provide as a granulation material. if we have contaminated soil that has recoverable nutrient value we use it in place of the sand We have used this method of recovery for many years and have reported it on the follow up reports to your office Erorn previous incidents. Today we cleaned up the small amount of acid and soil, We dug well below the small amount of acid contaminated soil to mum we recovered all of it,We Then added the resulting aivrmdmately 2 gallons of soil to the mad feed into the process.
