R6-2012-0106
FOR
WASTE DISCHARGE REQUIREMENTS
GLENN SPPRINGS HOLDING COMPANY
FORMER OCCIDENTAL CHEMICAL COMPANY
GROUNDWATER REMEDIATION "ROJECT
LATHROP FACILITY'
SAN JOAQUIN COW—NTRY
This Revised Monitoring and Reporting PrograM>, MRP) describes requirements for
monitoring groundwater, monitoring a groundwater extractionaV. a..treatment system,
and monitoring the backup supply wellhezd (€BSW) treatment system This revised
MRP is issued pursuant to Water Code Section 13267. The Discharger is required to
comply with this MRP, which contains the min mum mo in Loring and repng
requirements necessary to determine compliance with the Waste Dischafge
Requirements (WDR) No. R5 20'i21`06. The Discharger shall not implement any
changes to this MRP unless and until arevi MRP sissued by the Executive Officer.
Central Valley Water Board staff shall approve specific sa_rmple station locations prior to
implementation of sampling activities.
e
All samples shoul be repres ntative of the volume andYnature of the discharge or matrix
of materia! sampled. The time;a
te, and location of each grab sample shall be recorded
on the sample chain of q:stod rm.
On 17 Apel 2013, th°e Dischargers equested mtodifications to the MRP requirements to
include the BSW treatment system monitorgrequirements. The Discharger also
proposed to change the mpliandzone to gauge the background/baseline outside the
treatment zoe by changin• the des gnated compliance wells. MRP modifications were
also proposed to clarify the documentmaintain consistency with other site documents,
and avoid overlap ' ith a second MRP for site groundwater (MRP-No. R5-2004-0800).
GRO N ,WARTER TREATMENT SYSTEM MONITORING
The revised monitoring program for the groundwater treatment system and the J.R.
Simplot backup supply wellhead treatment system shall follow the schedule provided in
the attached Tables 1 using the analytical methods listed in Table 2.
Table 1 lists all sampling locations and the sampling frequency. Table 2 lists the
sampling constituents, analytical methods, and maximum practical quantitation limits.
Sample collection and analysis shall follow standard EPA protocol. If necessary,
equivalent analytical methods may be used with the concurrence of the Central Valley
Water Board staff.
