o 4u' c SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DEPARTMENT
600 E Main Street Stockton - CA 95202
(209)468-3420•Fax:(209)468-3448• Web:www.sLaov.orp/ehd
LJFO
EMERGENCY RESPONSE INVESTIGATION REPORT:(INCLUDE CHRONOLOGICAL HISTORY RECOMMENDATION$.CLEANUP aad FINAL DISPOSRION1
4125111
Received a call from informing that a pipe malfunctioned at a weld and released
20 gallons of 98% Sulfuric Acid. Arrived on site at 5:45 pm and met with Richard Bennett. He informed that a valve
at a 4 inch metal pipe leaked at a weld. While taking pictures it was observed that there is a trench area below the
road and free standing acid was present. Looking at the amount of acid spilled in the area it was obvious that it was
more than 20 gallons. When asked Richard informed that about 40 to 50 gallons was released onto the road and
some went in the dirt area. Richard informed that soda ash is used to neutralize the acid. The waste generated will
be stored in a bin and profiled by the environmental compliance person tomorrow.
After the initial clean up a area was sampled and the pH was 1.79. Richard informed that he will perform further
clean up the next day. The area will be secured.
4126111
Went to the Facility at 10.00am and met with Jose Colin from NRC Environmental Services, and Ryan Mock. I was
told that they will use soda ash to neutralise the acid. In some areas the soda ash will be used in solution form. I
was told that the clean up will be complete by 2.30pm.
Went to the site at 2.30pm and met with Ryan Mock. He informed that the area has been cleaned and the
confirmation sample has a pH of 3.6. He said that is a good number for that area. He also informed that all the
waste generated will be used in the process. No disposal record generated.
Rev.08116/10 Page 3 of 3 ER Record
