The Work Plan was prepared by ARCADIS US, Inc. (ARCADIS) on behalf of Glenn
Springs Holdings, Inc., (GSH) for the former Occidental Chemical Corporation manufacturing
facility (Site). The Site is located at 16777 South Howland Road in Lathrop, San Joaquin
County. The original Report was submitted on 28 February 2012.
In a letter dated 6 August 2012, the Central Valley Water Board staff requested technical
rationale and additional details in support of the proposed design of the expanded extraction
and injection well network that was outlined in the original Work Plan.
Specifically, the Central Valley Water Board staff requested the following support information:
- a capture zone analysis for proposed extraction wells,
- calculations and modeling results that were used for the design of proposed well network,
- groundwater modeling demonstrating aquifer pump test performance of EW-09,
- an evaluation of the potential effect that the INJ-12 injections may have on the sulfolane
plume.
The Report appears to have addressed the above concerns. Based on the support information
provided by ARCADIS, Central Valley Water Board staff agrees that the implementation of the
expanded extraction and injection well network plan may proceed. Prior to the work, GSH must
obtain all necessary local, County and State permits.
Discharge from the treatment system at the Site shall be regulated by Waste Discharge
Requirements (WDRs) Order No. R5-2012-0106, which was adopted at the Central Valley
Water Board meeting held on 4 October 2012. In an effort to ensure that modified groundwater
injection and extraction treatment system is performing as predicted and remedially effective,
KARL E.
