WASTE DISCHARGE REQUIREMENORDER NO R5-2012-0106 14 <br /> GLENN SPRINGS HOLDING COMPANY, <br /> FORMER OCCIDENTAL CHEMICAL COMPANY, GROUNDWATER REMEDIATION PROJECT,LATHROP FACILITY <br /> SAN JOAQUIN COUNTY <br /> personnel properly gather and evaluate the information submitted. Based_ on <br /> my inquiry of the person or persons who manage the system, or those <br /> persons directly responsible for gathering the information, the information <br /> submitted, is, to the best of my knowledge and belief, true, accurate, and <br /> complete. i.am aware that there are significant penalties for submitting false <br /> information, including the possibility of fine and imprisonment for knowing <br /> violations." <br /> 14.The Discharger shall permit authorized staff of the Central Valley Water Board: <br /> a. Entry to the project site covered by these Waste Discharge Requirements or <br /> in which any required records are kept; <br /> b. Access to copy any records required to be kept under,terms and conditions <br /> of this Order; <br /> C. Inspection of monitoring equipment or records; and <br /> d. Sampling-of any discharge. <br /> 15. In the event the Discharger is unable to comply with any of the conditions of this <br /> Order due to: <br /> a. Breakdown of any facility or control system or monitoring equipment <br /> installed by the Discharger to achieve compliance with this Order; <br /> b. Migration or application of substances, pollutants or byproducts outside the <br /> specified treatment area; <br /> c. Accidents caused by human error or negligence; or <br /> d. Other causes such as acts of nature; <br /> e. The Discharger shall notify the Central Valley Water Board by telephone <br /> within 24 hours as soon as he or his agents have knowledge of the incident <br /> and confirm this notification in writing within two weeks of the telephone <br /> notification. The written notification shall include pertinent information <br /> explaining reasons for the noncompliance and shall indicate the steps taken <br /> to correct the problem and the dates thereof, and the steps being taken to <br /> prevent the problem from recurring. <br /> 16. In the event of any change in control or ownership or responsibility for operation, <br /> monitoring, and maintenance of the Lathrop facility, the Discharger shall notify the <br /> succeeding owner or operator of the existence of this Order by letter, a copy of <br /> which shall be immediately forwarded to the Central Valley Water Board. <br />
