CHEMICAL COMPANY LATHROP FACILITY, 16777 HOWLAND <br /> ROAD, LATHROP, SAN JOAQUIN COUNTY <br /> Staff of the California Regional Water.Quality Control Board, Central Valley Region (Central <br /> Valley Water Board) has reviewed the November 10, 2011 Soil and Groundwater Sampling in <br /> Former AgChem Area (Work Plan) for the Former Occidental Chemical Company Lathrop <br /> Facility,' 16777 Howland Road, Lathrop, San Joaquin County (Site), prepared by ARCADIS <br /> US, Inc. (ARCADIS) on behalf of Glenn Springs Holdings, Inc. (GSH). Historical operations <br /> onsite resulted in a release of the pesticides 1,2-dibromo-3-chloropropane (DBCP) and <br /> ethylene dibromide (EDB), and the solvent 2,3,4,5-tetrahydrothiophene-1,1-dioxide (sulfolane) <br /> to soil and groundwater underneath the Site. GSH has operated a groundwater extraction and <br /> treatment system since 1982 to remediate the groundwater. <br /> The former AgChem area is located in the northwest portion of the Site. Operations within the <br /> AgChem area included dry and liquid pesticides formulation activities and storm water <br /> collection and storage. The AgChem facility was operated until 1988. Under the supervision <br /> of Department of Toxic Substances Control (DTSC), area investigation was conducted and <br /> found that the area was contaminated with organochlorine pesticides (OCPs). In 1995, <br /> approximately 105 cubic yards of soil was excavated from the area between 2 and 5 feet <br /> below ground surface (bgs). Although impacted soil, a UST, pipes and ancillary equipment <br /> were removed, a significant amount of impacted soil was left in place and-RCI'A capping was - <br /> applied in 1996 with DTSC's approval. <br /> The effect of historical and residual soil concentrations of chemicals of concern (COCs) on <br /> groundwater quality in the AgChem area has not been determined. Therefore, GHS has <br /> prepared this Work Plan to collect and analyze groundwater samples to evaluate the potential <br /> contributions of residual soil COCs within the AgChem area. <br /> The Work Plan proposes to advance five (5) soil borings UST-1, TFA-1, EXCV-1, EXCV-2, <br /> and PWB-1. These locations have been selected near the former UST excavation area, tank <br /> farm area, and two locations near 1995 excavation area, within the AgChem area. Th.e Work <br /> Plan proposes to collect soil samples from each boring at approximately 15 feet bgs and <br /> analyze them for DBCP, EDB, sulfolane and OCPs. <br /> California Environmental Protection Agency <br /> C11 Recycled Pnper <br />
