PHS%EHDIis required to <br /> identify responsible parties based on the definition of a <br /> responsible party as defined in our contractlrwith the SWRCB. <br /> This definition encompasses both the federal ';�and state <br /> definitions of a responsible party. However; the primary purpose <br /> of our determination of a responsible party for the Local { <br /> oversight Program is for the recovery of1oversight costs by the <br /> SWRCB. <br /> Regarding this specific site, PHS/EHD has never considered Mrs. <br /> Conrady to be a responsible party for this site based on her <br /> holding a first lien on the property, Ori August 9 , 1989, PHS/EHD <br /> listed Mrs. Conrady as a responsible party based on her being a <br /> previous property owner and as a previous owner and operator of <br /> the underground storage tanks formerly located on the site. In <br /> late 1992, subsequent to a clarificationj�by the SWRCB on the <br /> listing of responsible parties, PHS/EHD removed Mrs. Conrady as a <br /> responsible party because of insufficient data to indicate a <br /> "probable release date" during her ownership: <br /> i <br /> Soil contamination was first documented at the site at the time f <br /> of the tank removal in June of 1990. Therefore, June 22 , 1990, <br /> the tank removal date, is the "release date" for this site.
