Alpine Ave. <br /> Stockton, Ca 95205 <br /> i <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has reviewed the <br /> Remedial Investigation Report dated September, 1991,submitted by Woodward-Clyde Consultants and has <br /> the following comments. <br /> 4 <br /> Pursuant to Section 2652(d) of the Underground Storage Tank Regulations (California Code of Regulations, <br /> Title 23, Subchapter 16) a quarterly monitoring report shall be submitted to Public Health Services, <br /> Environmental Health Division and Central Valley Regional Water Quality Control Board (CVRWQCB) until <br /> the investigation and cleanup of the site is deemed adequate. The report is to show the: <br /> -status of investigation and cleanup activities including the results of all investigations <br /> completed to date; <br /> -proposed continuing or next phase of investigation; <br /> -method of cleanup proposed or implemented, schedules for the completion of the <br /> investigation of the site and remediation; <br /> -method and location of disposal of the released hazardous substance and any contaminated <br /> soil, groundwater or surface water, <br /> -manifest.required for transport of hazardous substances; <br /> -monitoring well data including groundwater elevation, pH, conductivity, gradient; <br /> -analytical results of groundwater or soil sampling; and <br /> -site map showing the "zero line" of contamination, if known, and changes in the above <br /> measurements over the last quarter. <br /> Please begin submitting the above mentioned reports on a quarterly basis. <br /> The monitoring wells that were installed were done so under a special permit from this office. A special <br /> permit is required in San Joaquin County whenever wells are drilled within 50 feet of a sanitary sewer line, <br /> Fecal coliform testing of the water is a condition of the special permit issuance. That testing should <br /> continue at this time and can be submitted with the quarterly reports. <br /> As per the telephone conversation between this office and American Real Estate Group on October 16, 1991, <br /> the stockpiled soil may be used to baMill the open tank excavation area, with the understanding that the <br /> soil is to be remediated in situ and that confirmation soil sampling after remediation will be required. <br /> A Division or San Joaquin County Ilealth Care Services �� <br />
