A 55 gallon black steel drum of"exterior aircraft cleaner <br /> surfactant"was observed on site with a hazardous waste label identifying the generator address as 100 South Ventura <br /> Avenue, Stockton, CA with an accumulation start date of April 16, 2014. According to Mr. Herbert Henriquez, the <br /> waste was generated at the business' previous location and transported to this location when they moved in February <br /> 2015. No person shall transport hazardous waste to a facility that does not have a permit issued by the Department of <br /> Toxic Substances Control (DTSC) to transport hazardous waste. Immediately stop transportation of hazardous waste <br /> to unpermitted facilities. <br /> This is a Class I violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> -The spill pallet under the drums of oil and antifreeze in the warehouse was observed containing an oily liquid. <br /> -The plastic coffee can in the warehouse on top of the drum of oil was observed containing an oily liquid. <br /> -A pan on the floor in the warehouse was observed with waste hydraulic fluid. <br /> All these containers were observed open. All hazardous waste containers shall be closed at all times except when <br /> adding or removing waste. Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste. <br /> This is a Class II violation. <br /> 404 CCR 66262.34(d)(2) Failed to inspect hazardous waste storage areas at least weekly. <br /> Hazardous waste containers are not inspected weekly. Mr. Baird stated that the hazardous waste containers on site <br /> are not being inspected. Hazardous waste container storage and transfer areas shall be inspected weekly for leaking <br /> containers and for deterioration of containers and the containment system caused by corrosion and other factors. <br /> Immediately begin conducting the necessary weekly inspections for all hazardous waste containers at this facility. <br /> This is a Class II violation. <br /> 601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days. <br /> -One black steel 55 gallon drum of exterior aircraft clearer surfactant was observed with an accumulation start date of <br /> 04/16/14. <br /> -One poly 300 gallon tote of bisufites, sodium bisulfites was observed with an accumulation start date of 06/13/15. <br /> Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored <br /> on site at any time may store waste on site up to 180 days. Immediately contact a licensed hazardous waste hauler <br /> to dispose of this waste under manifest and submit a copy of the manifest to the EHD. <br /> This is a Class II violation. <br /> Page 6 of 8 <br />
