SUMMARY
The Kearney-KPF site, Stockton, San Joaquin County, California, was proposed
by the U.S. Environmental Protection Agency (EPA) for the National Priorities
List on June 24, 1988. On August 30, 1990, however, EPA removed the site from
consideration for the NPL and placed it under the jurisdiction of the Resource
Conservation and Recovery Act (RCRA) . The site is an active galvanizing and
silver-plating operation. Volatile organic compounds (VOCs) and heavy metals
have been introduced into on-site soils from disposal of waste streams into
two unlined ponds and possibly from past chemical-handling practices at the
site. VOCs have been detected in both on- and off-site groundwater.
Additional monitoring data are needed to unequivocally determine if
groundwater has been contaminated by heavy metals. The Agency for Toxic
Substances and Disease Registry (ATSDR) considers this site an indeterminate
public health hazard because the limited data do not indicate that humans are
being or have been exposed to levels of contamination that would be expected
to cause adverse health effects. However, data or information are not
available for all environmental media to which humans may be exposed. The
site is being referred to the California Occupational Safety and Health
Administration because of possible worker exposure.
