XStatement of Facts
Kearney-KPF
Page 2
Disposal Area. Eight drums of waste oil and eight drums of
spent waste solvent were accumulated and stored in the Former
Drummed Waste Storage Area, an area adjacent to the sidewalk
near the southeast side of the galvanizing building in the Pond
2 area.
DHS and the U.S. Environmental Protection Agency (EPA) approved
the Revised Closure Plan on September 28 , 1989 , with the
stipulation that the facility conduct further soil assessment,
continue groundwater monitoring, and conduct a Risk Assessment.
This Revised Closure Plan listed four closure alternatives:
1) Soil Excavation and off-site disposal, 2) Installation of a
RCRA clay cap, 3) Construction of a RCRA cell, and 4) Site
grading. DHS retained approval authority for the selected
closure alternative.
The Modified Closure Plan proposes Alternative One of the
approved Closure Plan as the selected closure alternative.
This is the most environmentally stringent alternative.
Alternative One consists of excavating and disposing soil
requiring remediation in a Class I landfill, placing a two to
three foot soil cover over the ponds, compacting the soil cover
to preclude leaching or airborne release of soil particles, and
grading the cover to divert drainage away from the pond areas.
Although some soil containing contaminants will remain in place
beneath the soil cover, there will be very little risk to
public health or the environment. Closure of the surface
impoundments will be followed by a 30 year monitoring program.
Groundwater contamination continues to be investigated through
monitoring of twenty-six on and off-site wells. Groundwater
remediation will commence after the nature and extent of
groundwater contamination is understood.
The Modified Closure Plan was prepared in compliance with the
Resource Conservation and Recovery Act (RCRA) as amended by the
Hazardous and Solid Waste Amendments of 1984 ; 40 Code of
Federal Regulations Part 265 ; and Title 22 and Title 23
California Code of Regulations.
The Modified Closure Plan is available for public review from
August 14 , 1990, to September 12 , 1990. In the opinion of fro
this closure will have no significant impact on .:nc
