XStatement of Facts <br /> Kearney-KPF <br /> Page 2 <br /> Disposal Area. Eight drums of waste oil and eight drums of <br /> spent waste solvent were accumulated and stored in the Former <br /> Drummed Waste Storage Area, an area adjacent to the sidewalk <br /> near the southeast side of the galvanizing building in the Pond <br /> 2 area. <br /> DHS and the U.S. Environmental Protection Agency (EPA) approved <br /> the Revised Closure Plan on September 28 , 1989 , with the <br /> stipulation that the facility conduct further soil assessment, <br /> continue groundwater monitoring, and conduct a Risk Assessment. <br /> This Revised Closure Plan listed four closure alternatives: <br /> 1) Soil Excavation and off-site disposal, 2) Installation of a <br /> RCRA clay cap, 3) Construction of a RCRA cell, and 4) Site <br /> grading. DHS retained approval authority for the selected <br /> closure alternative. <br /> The Modified Closure Plan proposes Alternative One of the <br /> approved Closure Plan as the selected closure alternative. <br /> This is the most environmentally stringent alternative. <br /> Alternative One consists of excavating and disposing soil <br /> requiring remediation in a Class I landfill, placing a two to <br /> three foot soil cover over the ponds, compacting the soil cover <br /> to preclude leaching or airborne release of soil particles, and <br /> grading the cover to divert drainage away from the pond areas. <br /> Although some soil containing contaminants will remain in place <br /> beneath the soil cover, there will be very little risk to <br /> public health or the environment. Closure of the surface <br /> impoundments will be followed by a 30 year monitoring program. <br /> Groundwater contamination continues to be investigated through <br /> monitoring of twenty-six on and off-site wells. Groundwater <br /> remediation will commence after the nature and extent of <br /> groundwater contamination is understood. <br /> The Modified Closure Plan was prepared in compliance with the <br /> Resource Conservation and Recovery Act (RCRA) as amended by the <br /> Hazardous and Solid Waste Amendments of 1984 ; 40 Code of <br /> Federal Regulations Part 265 ; and Title 22 and Title 23 <br /> California Code of Regulations. <br /> The Modified Closure Plan is available for public review from <br /> August 14 , 1990, to September 12 , 1990.
