Box 8485 <br /> Stockton, CA 95208 <br /> HARGIS AND ASSOCIATES' CLOSURE PLAN, KEARNEY-KPF, SAN JOAQUIN COUNTY <br /> Enclosed is a review of the Hargis and Associates' Closure Plan for Kearney- <br /> KPF. Because the Plan does not contain a specified closure alternative, the <br /> Regional Board cannot approve the Plan at this time. However, the soil <br /> assessment plan which is contained in this same report, is acceptable. The <br /> enclosed memorandum contains comments which should be considered prior to <br /> beginning the soil assessment and preparation of the final Closure Plan. <br /> Regardless of the chosen closure alternative, if wastes are to be left in-place, <br /> Kearney-KFP must file a Report of Waste Discharge (RWD) , an application for the <br /> facility permit/waste discharge (enclosed) and the appropriate filing fee (fee <br /> schedule also enclosed) . The required fee is $9500. Our authority to require <br /> a RWD is Section 2590, Article 9, Subchapter 15, of Title 23 of the California <br /> Code of Regulations and Sections 13172, 13260 and 13267 of the Porter-Cologne <br /> Water Quality Control Act of the Water Code. The required components of a <br /> complete RWD can be found in Sections 2590 and 2594 through 2597 of Subchapter <br /> 15.
