WASTE DISCHARGE REQUIREMENTS FOR -2- <br /> KEARNEY-KPF <br /> CLOSURE OF SURFACE IMPOUNDMENTS <br /> SAN JOAQUIN COUNTY <br /> shown in Attachment "B" which is incorporated herein and made part of this <br /> Order. Pond 1 is a circular depression which is 25 feet wide and four feet <br /> deep. The depression and a 22 foot dry well are connected by a two inch <br /> polyvinyl chloride (PVC) pipe. Pond 2N is approximately 100 feet long and <br /> about 50 feet wide. Pond 2S is approximately 100 feet long by 75 feet wide. <br /> Both Pond 2N and Pond 2S are part of a swale, are less than three feet deep <br /> and are heavily vegetated. <br /> 7. The surface impoundments were first operated by the KPF Electric Company <br /> beginning 1951. From 1951 to 1973, the facility operated a silver plating <br /> process with disposal to the Pond 2N area. In 1973, the operation was <br /> expanded to include a galvanizing process with disposal to the drainage area <br /> south of the galvanizing building, the dry well and to Pond 1 . Pond 2S was <br /> used until November 1987 for disposal of non-contact cooling water from the <br /> foundry. The Discharger purchased the facility in June 1984 and wastes <br /> continued to be disposed of to land until January 1986 when wastes were <br /> stored and transported to a permitted off-site disposal facility or were <br /> evaporated. <br /> WASTES AND THEIR CLASSIFICATIONS <br /> 8. The silver plating process generates two waste streams. The volume of the <br /> spent aqua regia (a mixture of nitric, hydrochloric and sulfuric acids) <br /> waste stream is about 140 gallons per year (g/yr). The volume of the aqua <br /> regia and silver cyanide rinse water waste stream is about 15,000 g/yr. <br /> 9. The galvanizing process has three waste streams. The volume of the spent <br /> Oakite (a mixture of sodium hydroxide and sodium carbonate) waste stream <br /> is about 15,000 g/yr. The volume of the spent muriatic acid (primarily <br /> hydrochloric acid) waste stream is about 17,000 g/yr. The volume of the <br /> galvanizing rinse water waste stream is about 130,000 g/yr. <br /> 10. In the welding and paint shops and in the silver plating process 1 ,1 ,1- <br /> trichloroethane (TCA) is used. A maximum of 80 g/yr may have been disposed <br /> of on the ground. <br /> DESCRIPTION OF THE SITE <br /> 11. The facility is in the Delta Subregion of the Central Valley geomorphic <br /> province. The facility is approximately three miles east of the San Joaquin <br /> River and less than a mile south of the confluence of the Calaveras River <br /> and the Stockton Diverting Canal . The topography at the facility is <br /> relatively flat with ground surface elevations between 18 and 23 feet mean <br /> sea level (msl) . Surface drainage is toward the surface impoundments and <br /> toward the western border of the property. A ditch borders the western <br />
