MONITORING AND REPORTING PROGRAM <br /> FOR CLOSURE OF KEARNEY-KPF -3- <br /> SURFACE IMPOUNDMENTS <br /> SAN JOAQUIN COUNTY <br /> WATER QUALITY PROTECTION STANDARDS <br /> Standards for Ground Waters <br /> "Background" standards for ground water have not been established for the facility, <br /> because the ground water flow direction fluctuates and changes from east to west. The <br /> assessment program should provide adequate data to determine "background" for the <br /> ground water at the facility. Therefore, quarterly and annual ground water samples <br /> from the facility shall be used to determine "background" and shall be statistically <br /> analyzed for each of the parameters and constituents listed under "GROUND WATER <br /> MONITORING" above. Analyses shall account for measurement errors in sampling and <br /> analysis. Data from these statistical analyses shall be reported to the Board by <br /> 19 January 1990 for use by the Board in determining water quality protection standards <br /> for ground water at this site. <br /> Statistical Procedures for Determining Significant Increases <br /> Statistical procedures for determining the significance of increases in indicator <br /> parameters and waste constituents shall be established using the procedures outlined <br /> in Section 2555(h) and 2595(g) of Subchapter 15. <br /> REPORTING <br /> In reporting the monitoring data, the Discharger shall arrange the data in tabular form <br /> so that the date, the constituents, the concentrations, and the units are readily <br /> discernible. The data shall be summarized in such a manner so as to illustrate clearly <br /> the compliance with waste discharge requirements or lack thereof. <br /> Quarterly monitoring reports shall be submitted to the Board by the last day of the <br /> month following the quarter in which the samples were taken or observations made. The <br /> fourth quarterly report shall contain an annual summary of the data from the previous <br /> year which shall be presented in tabular and graphical form. The report shall include <br /> a discussion of compliance with the waste discharge requirements. <br /> The results of any monitoring done more frequently than required at the locations <br /> specified herein shall be reported to the Board. <br />
