INFORMATION SHEET <br /> KEARNEY-KPF <br /> SURFACE IMPOUNDMENTS <br /> SAN JOAQUIN COUNTY <br /> Kearney-KPF is an unpermitted facility which manufactures high voltage switching <br /> devices. The 12.6 acre facility is in the northeast central portion of the City <br /> of Stockton. There are three waste management units (WMUs) at the facility. <br /> This Order proposes Board approval to close the WMUs and to impose a ground water <br /> monitoring program. <br /> The facility is being regulated by the Regional Board through the Toxic Pits <br /> Cleanup Act, the Department of Health Services (DHS) and the Environmental <br /> Protection Agency (EPA). The EPA is interested in the facility under the <br /> Resource Conservation and Recovery Act (RCRA) and Comprehensive Environmental <br /> Response and Liability Act (CERCLA) programs, although the closure of the <br /> facility is proceeding under RCRA. <br /> The facility has submitted a Closure Plan and a Ground Water Assessment Plan. <br /> The Closure Plan consisted of a soil assessment and four closure alternatives. <br /> A closure alternative will be selected based on the results from the soil <br /> assessment. The soil assessment has not been implemented. The Ground Water <br /> Assessment Plan included installation of additional monitoring wells, performance <br /> of aquifer tests and ground water level and quality monitoring. The ground water <br /> assessment has been implemented, but has been scheduled to be performed in two <br /> phases: Phase I in 1989 and Phase II in 1990. <br /> The waste discharge requirements are needed to order a time schedule for closure <br /> and ground water assessment, to impose provisions for closure and to fulfill the <br /> work standard specified in the Interagency Agreement between the State Water <br /> Resources Control Board and the DHS. <br /> CKW:acg:9/29/89 <br />
