Memo to Greg Vaughn -4- 1 June 1989 <br /> • On-site disposal of the muds and cuttings may be performed if the soluble <br /> concentration of the waste constituents times an attenuation factor of 100 <br /> is less than the respective DWS. In those cases where a DWS has not been <br /> established, the criteria to which to compare the potential waste constituent <br /> concentration shall be the most restrictive of all State or Federal water <br /> quality criteria and standards. Hargis should use the specific documents <br /> in their possession as referenced in their first proposal : Disposal of <br /> Drummed Material a the Kearney Site to determine the specific constituent <br /> criteria or standard. <br /> • On-site disposal of development and aquifer test water may be performed if <br /> the concentrations less than the DWS. If a DWS has not been established for <br /> a particular constituent, then the process as stated above for the muds and <br /> cuttings shall be performed. <br /> • The land disposal of muds, cuttings waters shall not be performed during a <br /> rain event. <br /> • The land disposal of muds, cuttings and waters should be performed in <br /> increments. <br /> • The on-site disposal of the muds, cuttings and waters shall be in separate <br /> areas and there should be no mixing of wastes in the designated areas. <br /> • The on-site disposal of muds and cuttings should be in lifts spread as thin <br /> as possible (approximately three inches thick). <br /> • The on-site disposal of development and aquifer test waters should be <br /> performed by using a spreader bar attached to the manifold of the truck to <br /> maximize volatilization. Application of the water at a rate such that <br /> rivulets could form should be avoided. <br /> • The wastes disposed to land should be thoroughly blended by discing to <br /> promote mixing and volatilization. <br /> • The disced soils/wastes should be allowed to thoroughly dry prior to <br /> application of additional wastes. <br /> • The Regional Board must be notified at least three days prior to the <br /> commencement of land disposal . <br /> The reported concentrations of contaminants in the muds, cuttings and development <br /> waters at the Kearney-KPF are all well below hazardous levels. Use of the above <br /> procedures should virtually eliminate reintroduction of volatile organics into <br /> the ground water. The limited volume, short-term application of the muds and <br />
