ALPINE; STOCKTON; KEARNEY-KPF <br /> GROUNDWATER ASSESSMENT PLAN <br /> A proposal for further assessment and/or remediation of the groundwater <br /> contamination documented at the above referenced site has been submitted to this <br /> office. <br /> At the current time, the San Joaquin Local Health District (SJLHD) is not <br /> authorized to enforce assessment and remediation of groundwater contamination. <br /> Therefore, all assessment and remediation activities involving groundwater <br /> contamination must be reviewed and approved by the Regional Water Quality Control <br /> Board, Region 5 (RWQCB) and/or Department of Health Services-Toxic Substances <br /> Control Division (DHS-TSCD) prior to initiating further activity at this site. <br /> In addition, the SJLHD will continue to require local approval and permits for <br /> certain activities such as borings, monitoring wells/piezometers, vapor probe <br /> surveys, extraction systems, etc. All local permitting will required RWQCB <br /> approval in writing prior to permit issuance. <br /> Pursuant to the San Joaquin Local Health District fee schedule Resolution No. 85-58, <br /> a fee will be charged for time spent on review activities in addition to any permit <br /> and inspection fees required. <br /> The current workload volume is being managed by a 60-day backlog of chronologically <br /> received environmental assessment/remediation reports and/or workplans. The San <br /> Joaquin Local Health District has established a priority review process which is an <br /> option available upon written request. The priority review is conducted during off <br /> hours at an overtime rate of $52.50 an hour.
