Quinlan <br /> Hargis and Associates, Inc. <br /> 2223 Avenida De La Playa, Suite 300 <br /> La Jolla, A 92037 <br /> KEARNEY-KPF, SAN JOAQUIN COUNTY <br /> We are in receipt of the two documents .you submitted to the Regional Board. <br /> They are: <br /> 1) Proposal for Disposal of Drummed Material at the Kearney site, dated 9 <br /> December 1988, and <br /> 2) Groundwater Assessment Plan, Kearney-KPF, Stockton, California, dated <br /> 15 December 1988. <br /> In the first document you requested a written response within 45 days (23 <br /> January 1989). You stated that if you had not received a reply within this time <br /> frame, you would assume that your proposal is acceptable. In the second <br /> document you requested comments by 1 February 1989, and again you stated if you <br /> had not received comments by that time you would assume that the Plan is <br /> acceptable and will proceed to implement it. <br /> We are aware of your desire to proceed with the remedial investigation and pond <br /> closure in as an efficient and expeditious manner as possible. However, as you <br /> know, Regional Board staff is presently preparing a RCRA Comprehensive <br /> Monitoring Evaluation ( CME) on which the existing ground water monitoring <br /> network is being evaluated. Because of our commitment to complete the <br /> monitoring evaluation for the Department of Health Services, we consider <br /> completion of the CME a priority. We will not be able to respond in writing to <br /> .your proposal and Plan within the time frames you have specified. However, we <br /> anticipate having comments on these documents and our review will be completed <br /> by 31 March 1989. In the interim, we request that you do not proceed with .your <br /> proposal for drum disposal , but continue to store these materials. We also <br /> caution you regarding implementing the Scope of Work in your Groundwater <br /> Assessment Plan, especially installation of additional monitoring wells, prior <br /> to receiving our input. Should you proceed with installation of any of the <br /> monitoring wells as proposed, you will need a Special Permit for well <br /> construction from the San Joaquin Local Health District. <br />
