Mr. Wang informed DTSC staff that the <br /> lime stone salt <br /> raw materials used for float <br /> tigm and cobalt The amount and type of materialss manufacturing are sand, soda ash, s used varies with <br /> cake, ilmenote, cullet, se <br /> the type of glass being manufactured. For example, selenium is used as a refining agent. Mr. <br /> Wang informed DTSC staff that the raw materials after weighing, goes to the belt and are <br /> weighed again to make sure the weight is correct before entering the furnace. Near the <br /> Selenium and Cobalt feed tanks in the raw material section, DTSC staff observed selenium <br /> and Cobalt on the floor and in the trash dumpsters. DTSC staff asked Mr. Wang how the floor <br /> sweep from the raw materials is being managed by PNA. Mr. Wang informed DTSC staff that <br /> the floor sweep containing Selenium and Cobalt is disposed to the trash dumpster and shipped <br /> to the landfill. Cal. Code Reg., tit.22 sections 66262.11, requires that the facility make correct <br /> waste determination for the spent Selenium floor sweep before disposing to the dumpster. The <br /> MSDS shows that floor sweep containing Selenium is an extremely hazardous waste. This <br /> violation was not included in the Summary of Violations that was left with the facility on <br /> December 15, 2010 but now being added as a Class I in this inspection report. PNA also <br /> violated Cal. Code Reg., tit.22 section 66265.31, in that the facility failed to maintain or operate <br /> to minimize possibility of the release to environment. In particular, Selenium and Cobalt <br /> powder was found on the floor near the Selenium and Cobalt feed tanks in the raw material <br /> section. This violation was not included in the Summary of Violations that was left with the <br /> facility on December 15, 2010 but now being added as a Class I in this inspection report. In <br /> addition, PNA violated California Health & Safety code section 25186.5, in that the facility <br /> disposed off floor sweep containing Selenium and Cobalt in the trash can and to the landfill. <br /> This violation was not included in the Summary of Violations that was left with the facility on <br /> December 15, 2010 but now being added as a Class I in this inspection report. <br /> 13 of 73 <br />
