Inspection Report : ! # Facility Name <br /> Pilkington North America, Inc. <br /> Photograph No.36: The view of molten float glass inside the furnace <br /> The inspection then proceeded to the float glass line situated in the main building. DTSC staff <br /> observed oily spills and oil contaminated absorbent pads on the floor throughout the machine <br /> parks lubrication line known as lehr line. Cal. Code Reg., tit.22 section 66265.31 requires that <br /> facilities be maintained and operated to minimize the possibility of a fire, explosion or any <br /> unplanned sudden or non-sudden release of hazardous waste or hazardous waste <br /> constituents to air, soil or surface water which could threaten human health or the <br /> environment. In particular, oily waste was found spilling onto the floor from the waste oil <br /> containment trays and the floor throughout the Lehr line was stained with used oil residue. This <br /> violation was assessed as a class I violation in the Summary of Violations that was left with the <br /> facility on December 15, 2010. In addition, DTSC staff also observed oily contaminated <br /> absorbents, drip pads, and gloves in the trash can near float glass line. California Health & <br /> Safety code section 25186.5 prohibits disposal of "drip pads, gloves and oily contaminated <br /> absorbents" to the trash cans. This violation was assessed as a class II violation in the <br /> Summary of Violations that was left with the facility on December 15, 2010. DTSC staff asked <br /> PNA how the facility is managing the waste oil collected in the oil containment trays from the <br /> lubrication of machine parts in the lehr line. PNA informed DTSC that the waste oil from the <br /> trays is pumped to the 55-gallon drums and transferred to the maintenance shop where it is <br /> filtered and stored in a tank to reuse. A part of waste oil collected from the tray is collected in <br /> 55-gallon drums and transferred to the hazardous waste storage area and shipped offsite. In <br /> addition, PNA informed DTSC that daily consumption of oil for the lubrication of machine parts <br /> in the lehr line is about 30 gallons. <br /> 27 of 73 <br />
