Inspection Report : Facility Name
Pilkington North America, Inc.
The inspection then proceeded to the maintenance shop located inside the building. DTSC
staff observed oily spills on the floor from the leaking oil transfer hose in the maintenance
shop. PNA violated Cal. Code Regs., tit. 22, § 66265.31, in that the facility failed to clean up
oily spills from floor in the maintenance shop. During the inspection, the maintenance
technician informed DTSC that the waste oil from the trays is pumped to the 55-gallon drums
and transferred to the maintenance shop where it is treated and stored in a tank to reuse. A
part of waste oil collected from the tray is collected in 55-gallon drums and transferred to the
hazardous waste storage area and shipped offsite. DTSC staff asked PNA if the facility has
any records of waste oil recycling, authorization of treatment, and onsite notification to CUPA
for the waste oil treatment. During the inspection, PNA was not able to provide any records of
recycling authorization of treatment and onsite notification to CUPA for the waste oil. PNA
violated California Health and Safety Code section 25201, in that PNA engaged in an
unauthorized onsite treatment of hazardous waste and failed to notify the CUPA about
unauthorized treatment of hazardous waste onsite. This violation was not included in Summary
of Violations (Attachment A) that was left with the facility but is now being added as class I
violation to this inspection report. In addition, PNA failed to provide the any records of
recycling of waste oil to DTSC. PNA also violated California Health and Safety Code section
25143,10, in that PNA failed to submit records of recycling activities of waste oil. This violation
was not included in Summary of Violations (Attachment A) that was left with the facility but is
now being added as class I violation to this inspection report.
Photograph No.100: The filtered oil storage tank in the maintenance shop
-t Leaking transfer
hose
60 of 73
