Glass grinders were stored in a <br />puddle of rain water and belt platforms were stored on a dry unpaved ground surface. Oily sheen on rain water and oily <br />staining on the ground surface was observed around the stored equipment. An oil measurement stick was removed <br />from one of the observed glass grinders (from its lubricating reservoir) and the residual amount of the lubricating oil was <br />noted at a level just below "FU LL". <br />Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br />waste to air, soil, or surface water which could threaten human health or the environment. Immediately address the <br />impacted rain water and the surrounding ground surface containerize the leaking equipment and manage all wastes <br />according to Title 22 hazardous waste regulations. During the inspection, Mr. Little stated that he had,communicated <br />with the demolition crew and the area of concern will be addressed. Submit a statement and supporting, A / L <br />documentation illustrating the clean-up of the area and explaining how this waste was managed. Y L <br />This is a minor violation. APR 2 2 2015 <br />Overall Inspection Comments: <br />Onsite to conduct a final hazardous waste inspection for Pilkington North America Inc Plant 10. In the course of <br />thisinspection, it became evident that the new facility owner generates hazardous wastes while dismantling and <br />salvaging all existing onsite equipment. As such, a routine hazardous waste inspection was conducted for this <br />facility and it was added to inventory as a small. quantity hazardous waste generator. <br />A checklist of findings was left onsite at the time of inspection, a final inspection report was mailed to the facility on <br />March 24, 2015. <br />Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br />documenting the corrective actions that have been or will be taken for each violation, and any supporting <br />paperwork, by April 24, 2015. <br />Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br />online to the California Environmental Reporting System (CERS) at hftp://cers.calepa.ca.gov.
