Main Street ENVIRONMENT HEALTH <br />Stockton, CA 95203 PERMIT/SERVICES <br />Subject: Return to Compliance Certification <br />Shell Oil Products US — Stockton Terminal <br />3515 Navy Drive, Stockton, CA <br />Dear Mr. Von Flue: <br />Enclosed is the Return to Compliance Certification and corrective action statement in response to <br />your inspection on October 15, 2007. You identified two non-compliance items that were <br />resolved immediately while you were on site. <br />• <br />Issue number 27 (code section CCR 66262.40(a)): Failed to keep signed copy for three <br />years. You received an e-mail on 10/15/07 from Sondra Bienvenu regarding this issue. <br />• Issue number 76 (code section CCR 66273.14): Small quantity handler did not mark <br />universal waste according to this section. You noted two items: <br />1. One 8 foot and two 4 foot florescent tubes in 4 foot satellite accumulation box <br />that did not have the start accumulation date marked on the box. The <br />florescent tubes were placed in correct boxes with accumulation dates on them <br />and noted in waste log. <br />2. Batteries were accumulated in a box that did not have the start accumulation <br />dated marked on it. The batteries were placed in an approved container with an <br />accumulation date on it and noted in waste log. <br />In addition, Shell's procedures for managing Universal Waste have been reviewed with terminal <br />operators.
