<br />(a) As used in Ws section, "reusable soiled textile Maori -
<br />mu" mens ttxtils items, including, but not limited to, shop
<br />towels, unifortt>ts, gloves, and linrtta and towels which May
<br />become soiled with hazardous waste aging commercial or
<br />industrial use, and are made reusable by laundering at
<br />comparable methods of cleaning.
<br />(b) Reusable soiled textile materials wbich meet all of the
<br />following requirements are exempt front Section 25203.5
<br />and from Article 6 (commencing with Section 25160) and
<br />Article 6.5 (corrarnencing with Section 25167. 1):
<br />(1) The materials or the mtsnagement of the materials
<br />are not otherwise regulated by the Envimemerttal Pro-
<br />tection Agency pursuant to the ftderal act.
<br />(2) The matearials are nor used to clean up yr control a
<br />spill or release that is required to be reported to any
<br />state or federal agency.
<br />(3) No hazardous wraste has been added after the mare~
<br />rials' origiraâ– l sue.
<br />(4) No free liquids, as defined by Section 22-66264.10
<br />of Title 26 of the California Code of Regulations, acro
<br />released dieing transportation of storage of the materi-
<br />ala.
<br />(5) The facility laundering or cleansing the materials
<br />maintains records of ciao date, type, aria quantities by
<br />piecework or weight of the materials collected and
<br />laundered.
<br />(6) The facility launderidg, or cleaning the materiah
<br />prepares a cont4ctory plan which specifies procedures
<br />for handling boot ousite and off he twet'gencies involy-
<br />Ing the nWarials, and employees are trained In tate exe-
<br />cution of the plan.

<br />(c) Notwithstanding Sections 25241 and 25245, a facility
<br />laundering or usleg comparable methods of cleaning reus-
<br />able soiled tactile mateflals and performing the pretraeat-
<br />ment necessary to remove metals and orgattlics from the
<br />waoewater that results front the wash process is not re-
<br />quired to obtain a hatzardotK waste facilities permit or other
<br />grata of awhorin cion, and is exempt fNom the tequiaements
<br />of Anick 12 (commencing with Section 25245), If the fa-
<br />cility melts all of the following requirements:
<br />(1) Management procedures are is place to w9ure that
<br />the reusable soiled textile material$ at managed in ac-
<br />cordance with all the requirements specified in subdivi-
<br />sion (b).
<br />(2) The waste washwater conveyances and containers
<br />are constructed of materri;r s to ensure that they are im-
<br />pervious under the conditions of use, and tart visually
<br />Inspected at least twice a year to ensure that waste
<br />washwater is not leaking into the underlying soil. A fa-
<br />cility which is in cotrtpliance with this paragraph is not
<br />subject to the reciWrememts of Section 22-66264,193 of
<br />Title 26 of the California Code of Regulations
<br />(3) The sludge collected from the washing process is
<br />managed in accordance with this chapter. ,
<br />(4) The facility has a training program in place that on -
<br />surer, that the facility personnel are We to safely and
<br />properly handle and clean the reusable soiled textile
<br />materials and to respond effectively to emergencies by
<br />familiarizing them with emergency procedures, equip-
<br />ment, and systems.
<br />(5) The facility is in compliance with the tegtt#rementa
<br />of paragraphs (2) to (6), inclusive, and paragraphs (8)
<br />and (10), of subdivision (d) of Section 25201.5.
<br />(6) (A) The facility complies with the notification re-
<br />quirements of pamgrapb (7) of subdivision (d) of
<br />Section 25201.5.
<br />(13) Except as provided in Section 25404.3, the gen-
<br />erator submits a fee in the amount required by Sec-
<br />tion 25245.14, The generator shall submit that fee
<br />wilbin 30 days of the date that the fee Is assessed by
<br />the State Board of IErqualixatiotr, its the manner
<br />specifier! by Section 43 152. 10 of the Revenue and
<br />Taxation Cade.
<br />(d) This section does not affect: the application of Section
<br />25143.2 to reusable soiled textile materials.
