FUEL UTION FACILITY, SAN JOAQUIN COUNTY (ORDER <br />NO. 92-15016) <br />Shell Oil Company submitted a Report of Waste Discharge (RWD) dated 5 May 1994 for the above - <br />referenced project. Based on the information in your submittal, it is our determination that this <br />project meets the required conditions to be approved under our General Order for Discharge of <br />Ground Water from Cleanup of Petroleum Fuel Pollution to Surface Waters (General Order). <br />Enclosed is a copy of the General Order. All the requirements contained in the General Order will <br />be applicable to your project. You are hereby assigned General Order No. 92-15016 for the Shell <br />Oil Bulk Fuel Distribution Facility Ground Water Cleanup, on Rough and Ready [sland. <br />Enclosed is a copy of Monitoring and Reporting Program No. 92-150 which prescribes minimum <br />wastewater monitoring requirements for compliance with the General Order. Please note that the <br />Monitoring and Reporting Program sets forth minimum requirements, and that additional monitoring <br />may be necessary for process control or for evaluating the effectiveness of the ground water <br />extraction system at your site. <br />PROJECT LOCATION <br />The contaminant plume, treatment and disposal system is located at the Shell Bulk Fuel Distribution <br />Facility on Rough and Ready Island, in Stockton, California in Section TIN, R6E, MDB&M, as <br />shown in Attachment 1, which is attached and part of the Order by reference. Treated wastewater <br />will be discharged to the San Joaquin River. <br />PROJECT DESCRIPTION <br />Shell proposes to pump ground water, pass it through an oil/water separator, then pass it through two <br />1500 ib activated carbon vessels operated in series. The average flow of the treatment system is <br />14,400 gpd, and the maximum daily flow is 28,800 gpd. <br />
