Storm water runoff (estimated to be up to 2,200 gpd) from the tank farm area is collected in a <br />sump, and is proposed to be discharged to the San Joaquin River without treatment, following visual <br />inspection. <br />7. The Environmental Protection Agency (EPA) and the Board have classified this discharge as a <br />minor discharge. <br />8. The Board adopted a Water Quality Control Plan, Second Edition, for the Sacramento -San Joaquin <br />Delta Basin (5B) (hereafter Basin Plan) which contains water quality objectives for all waters of <br />the Basin. These requirements implement the Basin Plan. <br />q. The beneficial uses of the Sacramento -San Joaquin Delta downstream of the discharge are <br />municipal. industrial, and agricultural supply; water contact and noncontact recreation; esthetic <br />enjoyment; navigation; fresh water replenishment; and preservation and enhancement of fish, <br />ryildlife and other aquatic resources. <br />10. The beneficial uses of the underlying ground water are municipal and domestic, industrial, and <br />agricultural supply. <br />11. `file Board has considered antidegradation pursuant to 40 CFR 131.12 and State Water Resources <br />Control Board (SWRCB) Resolution 68-16 and finds that the permitted discharge is consistent with <br />those provisions. This Order provides for an increase in the volume and mass of pollutants <br />discharged. The increase will not cause significant impacts on aquatic life or other beneficial uses. <br />The discharge accommodates economic expansion in the area, a benefit to the people of the state. <br />12. The SWRCB Water Quality Control flan for Control of Temperatures in Coastal and Interstate <br />Waters and Enclosed Bays and Estuaries of California (the Thermal Plan) is applicable to this <br />dischan-ye. <br />13. The State Water Resources Control Board (SWRCB) adopted the California Inland Surface Waters <br />Plan and the Enclosed Bays and Estuaries Plan (Plans) on I 1 April 1991. On 19 November 1992 <br />the SWRCB adopted amendments to the Plans. The Plans include water quality objectives and <br />other requirements. This discharge is subject to the Plans. This Order implements the Plans. The <br />Enclosed Bays and Estuaries Plan applies to the Sacramento -San Joaquin Delta. However, because <br />the Delta is a freshwater environment. the numerical water quality objectives from the Inland <br />Surt'ace Waters Plan shall be applied there. <br />
