t
WASTE DISCHARGE REQUIREMENTS
SHELL OIL COMPANY
STOCKTON BULK FUEL DISTRIBUTION FACILITY
WASTEWATER TREATMENT SYSTEM DISCHARGE
SAN JOAQUIN COUNTY
•
6. Storm water runoff (estimated to be up to 2,200 gpd) from the tank farm area is collected in a
sump, and is proposed to be discharged to the San Joaquin River without treatment, following visual
inspection.
7. The Environmental Protection Agency (EPA) and the Board have classified this discharge as a
minor discharge.
8. The Board adopted a Water Quality Control Plan, Second Edition, for the Sacramento -San Joaquin
Delta Basin (5B) (hereafter Basin Plan) which contains water quality objectives for all waters of
the Basin. These requirements implement the Basin Plan.
q. The beneficial uses of the Sacramento -San Joaquin Delta downstream of the discharge are
municipal. industrial, and agricultural supply; water contact and noncontact recreation; esthetic
enjoyment; navigation; fresh water replenishment; and preservation and enhancement of fish,
ryildlife and other aquatic resources.
10. The beneficial uses of the underlying ground water are municipal and domestic, industrial, and
agricultural supply.
11. `file Board has considered antidegradation pursuant to 40 CFR 131.12 and State Water Resources
Control Board (SWRCB) Resolution 68-16 and finds that the permitted discharge is consistent with
those provisions. This Order provides for an increase in the volume and mass of pollutants
discharged. The increase will not cause significant impacts on aquatic life or other beneficial uses.
The discharge accommodates economic expansion in the area, a benefit to the people of the state.
12. The SWRCB Water Quality Control flan for Control of Temperatures in Coastal and Interstate
Waters and Enclosed Bays and Estuaries of California (the Thermal Plan) is applicable to this
dischan-ye.
13. The State Water Resources Control Board (SWRCB) adopted the California Inland Surface Waters
Plan and the Enclosed Bays and Estuaries Plan (Plans) on I 1 April 1991. On 19 November 1992
the SWRCB adopted amendments to the Plans. The Plans include water quality objectives and
other requirements. This discharge is subject to the Plans. This Order implements the Plans. The
Enclosed Bays and Estuaries Plan applies to the Sacramento -San Joaquin Delta. However, because
the Delta is a freshwater environment. the numerical water quality objectives from the Inland
Surt'ace Waters Plan shall be applied there.
