Chuck Kolesar, Dan Salady, Rod Rodermund, Robert Bronson <br />OBSERVATIONS AND COMMENTS: <br />This inspection was conducted to ascertain the facility's compliance with the Above- <br />ground Petroleum Storage Act (APSA). <br />The Shell Oil Company, Stockton Facility is a bulk storage facility for petroleum <br />product distribution. These products include gasoline, diesel, heating fuel, and <br />jet fuel. The facility has 11 aboveground tanks including a vapor tank. All tanks <br />are constructed of welded steel and are sitting on a sand base, provided with an <br />asphalt seal, and cathodically protected. All tanks are provided with secondary <br />containment. The containment area consists of compacted berms sealed with asphalt. <br />My inspection found the facility clean. There were no apparent spills from the <br />tanks or their associated piping. Almost all the piping is aboveground. The only <br />exceptions are pipes going to the oil/water separator, including pipes for the water <br />draws, vapor recovery unit slab drain, and loading rack slab drain. The water draw <br />consists of a straight pipe with a sightglass. Inspection of the berms revealed <br />that there were some holes which appeared to be gopher holes along the northern and <br />western embankments and some sloughing east of Tank 14 along the eastern embankment. <br />These areas need to be repaired. At the time of my inspection, a fluidized bed bio- <br />reactor was being installed for treatment of extraction water and storm runoff from <br />the loading rack and tank bottom water. Currently, these waste streams are treated <br />in the oil/water separator, stored in Tank 14, and transported to Martinez. Storm <br />water collected in the containment area is inspected visually for product prior to <br />discharge to a parcel north of the tank farm on Shell property. <br />Table I summarizes information on each tank and observations made during my <br />inspection. I obtained some additional information on these tanks during subsequent <br />telecommunication with Mr. Chuck Kolesar. Figure 1 shows the tank locations and <br />other facility features. <br />
