,o�4k!ty, <br /> SAN JOAQUIN COUNTY <br /> ENVIRONMENTAL HEALTH DEPARTMENT <br /> 1868 East Hazelton Avenue, Stockton, CA 95205-6232 <br /> (209)468-3420 Fax.(209)468-3433 Web:www.sigov.orq/ehd <br /> NOTICE TO ABATE <br /> FAciuTYTYPE/NAME: Farmers Blacksmith and Welding DATE: Mar 7, 2016 <br /> SITE ADDRESS: 1561 E Miller Avenue CITY: Escalon IZIP CODE: <br /> OWNER/OPERATOR: Albert VeldStra I TELEPHONE: 209-838-7689 <br /> TYPE OF N COMPLAINT ElROUTINE ❑CONSULTATION ❑OTHER PROGRAM 2200 RECORD 000041091 <br /> INSPECTION: ELEMENT: ID#: <br /> NATURE OF COMPLAINTIVIOLATION: <br /> Reportedly this facility stores drums and containers of oils against a chain link fence and uses two <br /> sump pumps to pump water off their property and onto the neighboring property. <br /> VIOLATIONS/OBSERVATIONS: <br /> 1)Observed two liquid sumps to the east and to the west of the building structure.Blue hoses were observed leading from the said in-ground <br /> sumps to the neighboring property,immediately stop all liquid waste discharge.2)Metal finesfines are being generated from several belt sander <br /> inside the facility;the EHO was not given the permission to collect a metal fines sample.3)Various paint containers and aerosol canisters were <br /> observed adjacent to the western and eastern property boundary.4)One damaged lead acid car battery was observed int he yard area next to <br /> the northern property boundary.5)Several non-empty and rusted metal containers were noted in the yard area:1x55 gallon drum of lubricants, <br /> 1x55 gallon drum of hydraulic oil,2x15 gallons rusted containers with liquid pumps(unknown contents),and one 55-gallon rusted container <br /> (unknown contents),several 5 to 15 gallon containers were observed next to the western property boundary. <br /> CORRECTIVE ACTIONS/ORDER: <br /> 1)Immediately stop the disposal of the liquid waste to the neighboring property(Discharge of any waste including sewage CA Health and Safety <br /> Code 5411).2)Containerize and dispose the damaged lead acid battery according to the Title 22 hazardous waste regulations,HSC 25189.5).3) <br /> Dispose of all waste containers and submit proof of correction to the EHD.4)Any person who generates a waste shall determine if the waste is a <br /> hazardous waste(CCR 66262.22). Particles 100 microns or smaller must be handled as hazardous waste if the metal is determined to be a <br /> hazardous waste.Make a hazardous waste determination for all metal fines and dispose of all hazardous waste according to the hazardous waste <br /> regulation(Improper disposal of hazardous waste CA Health and Safety Code 25189.5).
