Pg.2 of 4 <br /> Quick Truck Repair RECEIVED <br /> rCcD <br /> 1950 Miner Avenue <br /> Stockton,CA 95205 <br /> MAR 13 2015 <br /> TANK ASSESSMENT WASTE OIL HOLDING AST ENVIRONMENTAL <br /> January 19, 2015 Inspection <br /> HFA7W n;:PhQTAAcMT <br /> This assessment is for a 1,000 GA Single Wall Steel Horizontal Cylindrical AST containing Waste Oil <br /> located in the southeastern interior of QuickTruck Repair's shop building at t 1950 Miner Avenue <br /> Stockton, CA. <br /> The facility services customer's vehicles including draining and replacing motor oil. Due to business <br /> volume they are classified as a "Large Quantity Generator".Tank inspection was by Daniel K. Barber, RCE <br /> California and Certified Steel Tank Institute Inspector. <br /> Date of Inspection:January 19, 2015, February 14, 2015 <br /> Owner Contact: Mr. Rajinder Singh, Global Freight Experts, (209) 547-9210 or (510)557 6988 (cell). <br /> CONTAINMENT ASSESSMENT <br /> The single wall steel AST is located in an open steel pan secondary containment resting directly on an <br /> assumed 6+inch concrete floor located under the shop's covered roof. Labeling, indicates the <br /> horizontal cylindrical tank was manufactured by Perkins Welding with dimensions of 12 Ffx 47%: IN has <br /> a nominal capacity of 1,000 GA.The open steel pan secondary containment of the waste oil AST <br /> provides capacity for failure of the 1,000 GA"hazardous waste"containing primary tank. <br /> The subject waste oil AST sits directly on the pan floor,which in return is in direct contact with the <br /> Portland cement concrete floor.There is no visible path in the event of leakage between the pan and <br /> the concrete, however, any leakage would most likely appear at the pan's perimeter.Additionally, <br /> ongoing regular monitoring of the secondary containment's open pan will alert the operator to failure of <br /> the primary tank.The plugged secondary containment was dry at my inspection. <br /> Insertion of 2-3 inch channel steel skids(flanges down) providing about 0.14 feet of clearance under the <br /> pan above the paved pad, would assure there is a Continuous Release Detection Method (CRDM). <br /> NPI Threaded openings available along the top of the tank include a 4" opening 1 "with a normal vent, a <br /> plugged 1 %"opening, and 2 @ 2" openings. <br /> Used oil,from the adjacent"drive over mechanic's pit" is collected in a track mounted drain pan and is <br /> periodically transferred into the waste oil AST via a suction line with a pneumatic double diaphragm <br /> pump mounted at the north end of the secondary containment pan.There is no passive method to <br /> prevent overfilling in the event of operator inattention, however,the quantities transferred are defined, <br /> periodic and view of the contents is immediate and convenient.With an awareness of the tank's waste <br /> oil level,the transfers do not threaten over filling into the secondary containment pan between <br /> reclamation pickups. <br /> Daily observations for visible signs of leakage are to be recorded by Quick Truck Repair's staff. <br /> Records are to be maintained on site for 3 years. <br />
