4.0 Spill Reporting System
4.1 Purpose The purpose of the spill reporting system described in this section is to
establish a plant policy for the reporting of unauthorized discharges of oil.
4.2 Policy It is the responsibility of a department where any spill potential exists to do
everything possible to prevent the occurrence of any unauthorized discharge
that could leave plant property and reach a surface stream.
However, should such a spill occur, the appropriate department will take
immediate action with emergency priority until the spill is contained.
4.3 Procedure Any employee becoming aware of a spill condition must contact the
department supervisor on duty immediately and take necessary steps to
contain the spill, as their training allows. Containment and cleanup procedure
to be used by facility staff will consist of deploying absorbent material from
the spill kit contained in the Lube Oil Storage Building. Empty 55-gallon
drums are available in the Waste Oil Storage Building that can be used to hold
spent absorbent material. If the spill or leak is too large to be contained by
facility staff, contact IES, Inc. at (559) 240-2229 for emergency cleanup
assistance.
The department will notify the plant manager or his designee with the
appropriate details so that the impact of a spill on a receiving stream is
minimized.
Contact Cell Number Work Phone
Eddie McConnick (209) 614-5402 (209) 858-5129
Ray Pantoja (209) 939-1230 (209) 858-5129
In case of an emergency, calls are to be made to the following people:
Contact Cell Number Work Phone
Eddie McCormick (209)614-5402 (209) 858-5129
RayPantoja (209)939-1230 (209) 858-5129
Gerald Baribeau (661) 330-0769 (916) 679-2067
Emergency Response (Fire and Ambulance): 911
Lathrop/Manteca Fire Protection District
Continued on next page
J
, CADocuments and Settings\Ijt2876\Loca1 Settings\Temporary Intemet Fi1es\0LKE\350531.doc 11
