American Stockton, CA 95206 The San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has recently completed the review of the Re- Excavation Work Plan submitted by Joel Gentles of Seibold on July 9, 1990. PHS/EHD has the following comments and recommendations: 1. ) Sample all sidewalls and the bottom of the hole in both excavation pits. 2 . ) Refer to table 2 of the Regional Board Staff Recommendations for the appropriate minimum verification methods to be utilized for both excavations. In addition to these analytical methods, the waste extraction test referred to in title 22 should be performed on the samples taken from the dispenser area pit and the tank excavation. 3 . ) If the soil removed from the dispenser area has 22ppm soluble lead as indicated by Mr. Gentles on July 9, 1990, it shall be hauled as "Hazardous Waste. " Submit a copy of the manifest within the Soil Remediation Plan (SRP) . 4 . ) Revise the drawings to illustrate the dimensions of the original excavation (11' x 20' x 131 ) ; how the 2,000 gallon tank was positioned in this hole; and the area of expansion to be undertaken during this re-excavation attempt. 5. ) Discuss methods to be used to treat the contaminated soil removed during the re-excavations and the tank removals. 6. ) Schedule an appointment for the soil sampling inspection by PHS/EHD, 24 hours in advance.
