American <br /> Stockton, CA 95206 <br /> The San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has recently completed the review of the Re- <br /> Excavation Work Plan submitted by Joel Gentles of Seibold on July <br /> 9, 1990. PHS/EHD has the following comments and recommendations: <br /> 1. ) Sample all sidewalls and the bottom of the hole in both <br /> excavation pits. <br /> 2 . ) Refer to table 2 of the Regional Board Staff <br /> Recommendations for the appropriate minimum verification <br /> methods to be utilized for both excavations. <br /> In addition to these analytical methods, the waste <br /> extraction test referred to in title 22 should be <br /> performed on the samples taken from the dispenser area <br /> pit and the tank excavation. <br /> 3 . ) If the soil removed from the dispenser area has 22ppm <br /> soluble lead as indicated by Mr. Gentles on July 9, 1990, <br /> it shall be hauled as "Hazardous Waste. " Submit a copy <br /> of the manifest within the Soil Remediation Plan (SRP) . <br /> 4 . ) Revise the drawings to illustrate the dimensions of the <br /> original excavation (11' x 20' x 131 ) ; how the 2,000 <br /> gallon tank was positioned in this hole; and the area of <br /> expansion to be undertaken during this re-excavation <br /> attempt. <br /> 5. ) Discuss methods to be used to treat the contaminated soil <br /> removed during the re-excavations and the tank removals. <br /> 6. ) Schedule an appointment for the soil sampling inspection <br /> by PHS/EHD, 24 hours in advance. <br /> A Division of San Joaquin County Health Care Services <br />
